My son's Preschool did the cutest thing the week before Halloween. They had a spirit week. It happened the Tuesday-Thursday before Halloween. Halloween was even a spirit day, but it was not a costume day. The felt that since there are some families that don't celebrate Halloween and that there might be some parents that could not afford Halloween costumes that I was best to do something else instead.
